I recently read Moral Tribes by Joshua Greene (https://www.amazon.com/Moral-Tribes-Emotion-Reason-Between/dp/0143126059). It is a great book. I recommend it to people seeking to understand how our societies my find ways to resolve moral differences.
I don't recall a discussion of rhetoric in the book, but even if all parties agree to try utilitarianism I suspect those more skilled at rhetoric will outperform those that rely on logic to make their case. My assumption is based on my observation that rhetoric outperforms logic, in my opinion, in our society today. Perhaps that is because rhetoric appeals to our emotional/responsive brain and logic appeals to our thoughtful/manual brains.
